I would like ctrl+tab to scroll through the worlds in numerical order instead of going to the last one viewed, or at least have an option to make it do this.

Scrolling through windows with Ctrl+Tab is built-in functionality in Windows, I didn't write that bit. I suggest you look at the NewActivity plugin on the plugins page:

A slight adaptation of that should let you go to the next world, whether or not it has activity, bind that to an alias, make a macro point to that alias. eg. Ctrl+F10. Then press Ctrl+F10 when you want to cycle through worlds.
